Commissioning Superintendent
Overall Purpose of Role:
Ensure that commissioning activities are planned, organized and executed safety, within budget and according to schedule and in line with Lamprell Policies and Procedures.
Reports To : Commissioning Manager
Primary Responsibilities, Authorities & Accountabilities:
- To ensure that pre-commissioning/commissioning related activities are carried out safely and in compliance with applicable Lamprell Health, Safety, Environmental and Security (HSES) standards.
- Authorized to stop work if unsafe act or unsafe condition is identified.
- Play a key supporting role to the Commissioning Manager and project team to ensure efficient and effective progress of day-to-day commissioning activities on the projects.
- Lead the team in new build and refurbishment projects and motivate them to deliver first time right output.
- Assist the Completion team in the defining and developing of systems and subsystems.
- Monitoring and control the Scheduled/unscheduled commissioning scopes and ensure those are completed on time.
- Work in conjunction with project team to effectively achieve project milestones.
- Participate in project/production meetings, update the stakeholders on commissioning department works and schedules on a daily or weekly basis.
- To coordinate with construction manager, project engineers, QC coordinators for timely handover (mechanical completion) of required subsystems for executing commissioning.
- Monitor Subsystems Mechanical completion certificate (MCC) issuance and Punch Lists clearance status, communicate with relevant discipline for closeout in accordance with the project commissioning/completion schedule.
- Authorized to update pre-comm and comm punch list in Project Information Management System (PIMS).
- Responsible for assisting the team to find suitable solutions to the issues arising during commissioning.
- Authorized to take site decisions to avoid SIMOPS during commissioning phase.
- Authorized to allocate/swap commissioning manpower across running projects
- Liaise with vendors and subcontractors to ensure smooth integration of commissioning activities with project.
- Review and comment on relevant engineering drawings, project specific FAT and SAT documents.
- Prepare/Review project specific pre-commissioning/commissioning procedures, TRA, JSA to ensure all aspects of commissioning and contractual requirements are covered.
- To review and comment on Vendor/Sub-contractor project specific commissioning procedures to ensure all aspects of commissioning is covered in their procedure and is approved by client.
- Ensure that commissioning vendors or subcontractors are working in accordance with construction schedule and complete the vendor call out requirements.
- Ensure that all pre-commissioning and commissioning works carried out effectively and efficiently in accordance with the project schedule.
- Liaise with LEL engineering department and Supply Chain Management to resolve any issues that arises during pre-commissioning/commissioning.
- Interface and coordinate with all other discipline Engineers/Superintendents to have the smooth integration of the commissioning activities.
- Ensure that all pre-commissioning and commissioning works are carried out in accordance with approved procedures.
- Responsible for delegating commissioning jobs to relevant discipline commissioning engineers to carryout out the day-to-day task effectively.

- Attend production meetings, weekly project meetings and client meetings as required. Lead the commissioning meetings in absence of Commissioning Manager.
- Confirm the commissioning spares/consumables required to for the jobs, follow-up for MIN, PO in order to supplying materials and consumables.
- Assist with actioning warranty issues and liaise with clients, projects and vendors to close them out.
- Assist Commissioning Manager on capturing the pre-commissioning and commissioning Issues & Lessons.
- Assist commissioning Manger on estimating the project commissioning budgets and bid inputs.
- Liaise with Commissioning Manager on daily basis to update Project status and general department issues.
- Participate in internal/external audits.
- Ensure Compliance to HSES policies and procedures as applicable.
- Ensure compliance with all applicable information security policies & procedures.
Key Performance Indicator:
- Meet annual corporate HSES TRIR target.
- Succession planning is in place for the Pre-Commissioning/Commissioning.
- Complete and signoff the subsystem and system commissioning documents within the project schedule.
- Commissioning execution status are updated periodically and readily available as and when require.
Role Specific Competencies:
- Minimum Education: Diploma/Degree in – Mechanical/ Electrical/ Chemical Engineering
- Minimum Experience: 12 years in Offshore / Onshore Oil and Gas facilities with major EPIC Industry, including a minimum of 7 years in pre-commissioning/commissioning lead role.
- Physically fit and able to work in extreme climatic conditions
- Excellent communication skills (oral and written in the English language)
- Understanding of rig/jackets/offshore platforms equipment/systems functionality.
- Able to relate well at all levels; conscientious, thorough Demonstrates ability to listen to the views of others and respond in a logical manner.
- Participate in HSES initiatives, Safety walk, TBT etc.
- Negotiating and resolving conflicts.
- Possess strong initiative around decision making and technical solutions.

Overall Purpose of Role:
candidate must have minimum of 7 yrs commissioning experience preferably Jack up or land rigs.
Carryout assigned commissioning activities as per approved procedure & schedule.
Co-ordination with other disciplines, Other departments as required.
Adhere to LEL policies and procedures.
Mentoring Junior engineers.
Primary Responsibilities:
Adhere to HSES procedures and ensure Permit To Work (PTW), Lock out / tag out (energization / isolation), work at height, Confined space entry are strictly followed during commissioning. Actively participate in safety initiatives, Safety walk, TBT etc.
Authorized to stop work if unsafe act or unsafe condition is identified.
Work in conjunction with the various departments to effectively achieve the requirements of the project.
Interface and coordinate with all other discipline production engineers to have the smooth integration of the commissioning activities with ongoing construction activities.
Attend daily commissioning meetings.
Attend PTW co-ordination meetings and provide commissioning input for any SIMOPS work in absence of senior commissioning engineer.
Review/Assist completion team for subsystem mark up in the relevant engineering drawings. Drafting specific pre-commissioning inspection test records (ITR’s) that are applicable to functional activities of mechanical and/or electrical equipment/systems under guidance of senior commissioning engineer.

Identify the work hazards, authorized to assess risk and prepare the Task Risk Assessment (TRA) or Job Safety Analysis (JSA).
Authorized to sign commissioning Permit to work (PTW) and work crew registration (WCR) as performing authority.
Monitor Sub Systems MCC issuance and commissioning Punch Lists clearance status.
Execute the site pre-commissioning and commissioning activities.
Line walk/System walk to identify potential issues and highlight them well ahead of commissioning.
Ensure tools required for pre-commissioning/commissioning activities are calibrated & available. Guide Junior Commissioning engineers and ensure that the commissioning personnel are fully aware of the commissioning requirements, procedures and their responsibilities on site.
Execute pre-commissioning/Commissioning checks as required by the work scope on related subsystems/equipment as per manufacturers instruction and approved procedures.
Executing pre-commissioning and commissioning works are carried out in timely, efficiently and safe manner.
Manage the daily operation of the commissioning activities including all system start-ups and monitor consumables such as diesel, lubricants, fresh water, power and cooling requirements. Ready for commissioning certificate (RFCC) and Ready for operation certificate (RFOC) in a timely manner.
Authorized to signoff/approve completed pre-commissioning ITR, sign off RFCC and RFOC. Authorized to perform troubleshooting on site to resolve issues.
Assist with the resolution of any technical queries arising on the project.
Role Specific Competencies:
Minimum Education: Diploma in Electrical or Mechanical trade.
Minimum Experience: 8 years Hands on experience in commissioning of Rig equipment, Offshore / Onshore Oil and Gas facilities with major EPIC contractor.

Estimating Manager
Overall Purpose of Role :
This role encompasses the responsibility for the preparation, in a timely manner, of accurate, thorough and professional base cost estimates for company tenders. The role is a key role within the Lamprell Proposals Group, recognizing the importance of delivering precise, clear and timely cost estimates which form the basis of pricing included within all company tenders, to ensure the continuous commercial success of Lamprell. The Estimating Manager is responsible for all estimating functions within their relevant business unit or as directed by the Proposals Director from time to time.
Primary Responsibilities, Authorities & Accountabilities :
Is the Estimate Lead and has ultimate responsibility for development of the cost estimate in conjunction with the Project Manager and Sales Lead, including;
- Lead the Estimate kick-off meeting including clearly communicating the agreed estimate process to be followed to achieve a fully compiled estimate.
- Prepares, manages, updates and measures against the Estimate Plan.
- Prepares gross cost benchmarking analysis against previously submitted similar type bids and earlier similar executed projects where possible.
- Prepares, manages, updates and finalizes the Basis of Estimate document in conjunction with the Proposals Lead, Project Lead and Sales Lead.
- As required, provide input into the cash flow spend curve;
- Use appropriate and agreed estimating tools;
- Allocates the relevant estimating support to each pursuit;
- Liaises with the relevant internal departments providing cost input into the PED, checking progress is being made as per agreed strategy;
- Communicates openly and regularly with the Sales Lead, Proposals Lead and Project Manager to make sure the estimate reflects all pertinent information and any missing information is requested from the client in a timely manner;
- Attends the Bid Kick-Off meetings and any other tender meeting as required;
- Attends Management reviews.
- Adhering to all compliance and auditing requirements for the conduct of ethical and transparent operations including the compliance to all Lamprell policies, guidelines and procedures.
- Complying with Health, Safety and Environmental policies and procedures and compliance with all audits and inspections.
- Fulfil the duties of an Estimator as and when required.
- Any contribution to risk register
- Review of all department cost estimates
- Present cost comparisons (as required) between scenarios
- Lead cost review
- Project handovers
- Ensure Compliance to HSES policies and procedures as applicable.

Key Performance Indicator :
- Delivery of target new award revenue into backlog.
- Creation of clear and concise Estimating Plans and Basis of Estimate Documents
- Utilization of historical estimating data to prepare cost estimates in expedited manner
- Ensure Estimates submitted are competitive and appropriately benchmarked
Role Specific Competencies :
- Minimum of 10 years commercial experience in the heavy engineering industry in a large Proposals Dept., with at least 8 years with an Oil and Gas background (and/or renewables)
- Tertiary qualifications in a related discipline
- High level of education
- Well developed presentation skills
- Post Graduate Qualification in a relevant Discipline
